Meet our Executive Director


Jenifer Naas – Executive Director

Jen grew up in Snohomish, Washington and spent most of her childhood playing ponds and streams. After finishing degrees in Environmental Science and spending some time as a planner for Kent, WA and King county, she finished Masters’ degrees in Planning and Public Administration from the University of Washington. Jen spent six years at Washington State University Extension in Clark County as the Watershed Stewards Coordinator where she worked with citizens to educate and enhance SW Washington’s water resources. She enjoys hiking, camping, and spending time with her two kids and husband.

Meet the Board


Jeff Wittler – Vice Board Chair

Jeff is the Environmental Resources Manager for Clark Public Utilities. He has been with the Utility for 15 years and manages the Utilities’ Salmon Creek Watershed Restoration Program which has restored 16 miles of streams and planted over 740,000 trees. He has 17 years experience restoring streams in SW Washington. He is a past recipient of Vancouver-Clark Parks Evergreen Award for volunteer contributions to Parks. He has also been recognized by Clark County with it’s Sammy Award for volunteer and professional contributions to salmon recovery in Clark County. He is on the Board and helped found NatureScaping 15 years ago. Jeff is also a board member for the Lower Columbia Fish Enhancement Group and the regional Watershed Planning Unit. He is a 2006 graduate of Leadership Clark County.

Ben Meyer – Treasurer

Ben has been a fisheries biologist with the Federal government for over 30 years, 16 of which have dealt with evaluating and overseeing projects that modify or restore aquatic habitat in the Pacific Northwest. Ben also served 7 years as chairman of a Ducks Unlimited Chapter in Southern California raising money for creation of wetland habitat. He is a graduate of Humboldt State University with a degree in Fisheries Biology with post-graduate work at San Diego State University in aquatic ecology.

Jesse Barr – Member

An avid angler, Jesse is passionate about Salmon and Steelhead. He is actively involved in a number of fish conservation groups in SW Washington. A council board member since 2018, Jesse enjoys working with volunteers, and doing his part to help restore fish habitat in the area.

James Piccolo

James Piccolo – Member

James joined SCWC in early 2019 after fishing Salmon Creek and seeing a sign to help and get involved. Upon using the website and seeing it needed help, he joined and was invited to sit on the Board to assist with their digital needs.

James lives in Brush Prairie, WA with his wife, son and their one dog. In his free time, James enjoys Salmon and Steelhead fishing, and taking his son around the NW to race indoor and outdoor motocross.

James Piccolo is the President Founder of Strategic Marketing, Inc. Drawing on his 12 years of experience in the digital marketing world, he provides Search Engine Marketing (SEM), Search Engine Optimization (SEO) and website development services to clients in many industries, including real estate, hospitality, manufacturing, health care, education, agriculture and construction. He is also the owner of The Agent Pipeline, a real estate SAAS company, and Piccolo Properties, a real estate investment firm.

James earned his certifications from Google in 2007, and is also a Microsoft Accredited Company trained and annually certified in search advertising, mobile advertising, video advertising, display advertising, Google shopping, Google Tag Manager, Google Search Console, and Google Analytics.

In 2013, 2014, and 2015, James was honored with the Inc. 5000 Award by Inc Magazine for fastest growing privately held companies in the United States.

Julie Witteman – Member

Julie Witteman enjoys the connection to nature, community, and preservation that being a part of the Salmon Creek Watershed Council provides. She owns an after surgery care business locally and enjoys helping others in this way. Julie loves the Pacific Northwest and is grateful for its natural beauty and open spaces!
